Part 1 : Why Energy Management System?

This week, on 25 March 2014 was another milestone that I have achieved for competency in energy efficiency. I was certified by UNIDO for successfully completing the about 2 year expert training program in Energy Management System(EnMS) as one of the first 15 national experts out of 30 people participated in the program. What make it more special we are the pioneer batch of practitioners who have been certified as experts in EnMS in the country and it is the only internationally recognized competency in energy management so far available which as also based on ISO50001 Standard requirements as the key guide and reference.

When looking back, my interest in energy management triggered in 2008, a year that a significant transition in my career happened too.

That year, I moved from my post as an enforcement officer to be in an EE unit in Energy Commission to continue tasks left from the disbanded Energy Efficiency Department. In the same year, I was sent to  two comprehensive training on energy efficiency in India in February -March  and in Japan in June.



The training at TERI in INDIA was participated from participants for other developing countries under the G-to G arrangement.



The training in was a two weeks training program on energy efficiency joined by about another 20 over Malaysians from various background and expertise.

With my background as an energy consultant to in conducting training, performing business development activities,  performing energy audit, implemented energy saving projects and also involved in operational technical duties in facilities management before I joined Energy Commission in 2008, I started to realize that I was no longer interested  in too much technical type of works in engineering. Joining Energy Commission and involved in plenty of regulatory and policy related duties has opened my eyes to bigger perspective in looking at energy efficiency with previous working environment and exposure that I had in the private sector.

I started to generate more interests and queries in myself into the strategic  and policy related parts in energy efficiency industry. I started to try to relate my experiences as an industry player and practitioner before that with my duties in the regulatory body. Then I started to see gaps on why I faced very tough time to promote and secure  EE services when I was working with few consulting firms and what I can do with my position in Energy Commission to bridge that gaps.

The two training programs that I attended in 2008 has opened my eyes into bigger picture of EE and significantly driven me to look more on what I need to do to propel EE further at the national level. All that started to create a personal mission and vision in me for EE in my career, my life and also my country when I saw how EE has benefited many countries and I gained information from such as Japan, India, Denmark, Thailand, Singapore, China and many more.

During the training at TERI, India, were we brought to visit several locations where EE and RE activities being implemented in between classes that we have to attend at TERI's centres in Gual Pahari, Gurgaon and Bangalore. Out of all that, only one paper  by one of the senior experts from TERI that really caught my attention since all other papers and exposure were all about technical and technologies related subjects.

That paper was about MAINSTREAMING ENERGY EFFICIENCY  where key highlights were on the strategic components to get the buy-in of all parties to go for EE implementation in more holistic way rather than just focusing on technologies or technical solutions to get the desired results. These strategic components are the utmost important to ensure all technical and technology solutions for EE  to be realized  and that require us to look into other areas such as financing and legal tools a critical support measures with clear policy objectives and targets to be achieved at organizational and country levels.


In the training in Japan, one of the scopes that was taught is how Japanese factories are required to implement energy management according the legal requirements in Japan under the Energy Conservation Law on the rational use of energy. What really make me more interested in the that scope was, the technical parts of  EE is only one component in few more key components in the overall management of energy.

I was so impressed with the way and the evolution of EE implementation from the factory and national levels in Japan. The steps and methodology developed in such way to enable the sustainability of EE implementation right form the operational until to the top management of each organization. All have been clearly outlined, disseminated and guided and they are still improving it over the years and years to come to get better results.

In the workshop as apart of the training module, I managed to convince my group members to  pick a topic on the strategy to propose  a strategic solutions for Malaysia in EE rather than  technical topics on energy saving solutions.

With the guidance  and inputs for EE experts from technical and EE strategic topics from ECCJ, we discussed and deliberated on the topic chosen and finally we proposed and presented a basic framework and work plan for a holistic EE implementation in Malaysia. From both training program, I did see much bigger picture of EE  and all that also made me puzzled to choose on what area in EE that I need to really focus in my career on the basis of I knew that I would not be able to master in all.

Then, it was just after few  weeks I returned from Japan when I received an invitation that forwarded to my unit. There was one government agency requested  Energy Commission  to send its officer to give a half day training for their operational personnel in energy saving measures.

The invitation was forwarded to my Acting Head of Department and she told me it was up to me to accept the invitation or not.

Honestly, I have never given a training on energy management topic before that and my exposure in giving training was more energy saving measures and energy auditing way back in 1998-1999 when  work with a EE consulting firm.

Then I remembered about trainings that I attended in India and Japan and I also recalled  training materials shared to me by my colleague who attended EE training for two week in Germany.

Then I reviewed some materials that I still kept from  all EE related training that I have been involved and attended before since I started working. Finally I came to a decision to accept the invitation and ready to prepare my materials using all information, knowledge, exposure and experiences that I have to take that as a challenge.

It was about 4 hour sessions and I confirmed the acceptance I started to prepare the program outline to be sent to them and followed by the preparation of the training materials.

With my roles that time in a regulatory body, I finally decided to mix the session between topics in energy regulatory and some EE projects that have been implemented in Malaysia and the implementation of effective energy management program for organizations.

The experience in developing the two sets of presentation slides has made me realize on how importance of energy management itself other than just having good know-how in energy saving measures.

In the energy management  materials, I ended up with covering items on how to save energy only towards the end of my materials where I also noticed that the  energy saving measure is only one of other important components which is to get energy saving results but it could not be materialized  to give significant numbers and sustainable without having other  components adopted.

Energy management needs to be implemented in a systematic way to benefits organization in a long term.

At this point, I was also fairly to any management system or even ISO related quality management systems.

What I shared and discussed with the participants in the training more on about having suitable approach to ensure all ideas or measures identified on how to save energy can me realized.

Towards the end, we came the some kind of agreement or consensus that, knowing how to save energy alone does not guarantee we can get it done because it need other parties to involve especially where monetary budget is needed.

Below are my initial conceptual understanding and idea on energy management system based  my readings, trainings I attended and some other references that I shared in  that my first ever energy management training that I personally conducted.

At this stage I was very much influenced by what I learned from Japan actually and I started to explore more and going deeper on each element as I move on until today.

The feedback that I received directly from the first training was very encouraging and positive at some point, some participants were a little bit shocked to know my age due to the topic that I discussed with them which was more on energy management.



Next...I will share on how I managed to get more platforms to share more of my thoughts and ideas on energy management by  working together with industry players and organizations such as MAESCO and FMM.

The the news that an industrial standard on energy management system  ISO50001 was developed and to be launched made me so excited which resulted me making one of the most important decision in my career on EE.

Not to forget how the introduction of Efficient Management of Electrical Energy Regulations 2008 has given me more reason to speak and send messages to everyone about the need to consider energy management as a strategic issue rather than just a topic about energy saving  measures.

All that has led me to bring energy management at the national level with the idea to have national EE policy, dedicated EE laws and etc were among key components that to be brought to the attention of the policy makers  to consider.
